Raed Arafat

Secretary of State, Head of the Department for Emergency Situations, Ministry of Internal Affairs, Romania

Dr. Raed Arafat is a Romanian physician and public official specializing in Emergency Medicine, with training in anaesthesia and intensive care and long-standing field experience in prehospital emergency response. He has worked directly in the development and operation of emergency medical services in Romania, combining clinical practice with system organization and crisis management. He currently serves as Secretary of State in the Ministry of Internal Affairs and Head of the Department for Emergency Situations. In this role, he coordinates key components of Romania’s integrated emergency system, including emergency medical response, civil protection, firefighting, aviation support, and disaster management structures. Over the years, his work has focused on operational preparedness, interinstitutional coordination, emergency medical care, and the management of major incidents, disasters, and public health emergencies, both nationally and in cooperation with European and international partners. He is also the Chair of the Joint Health Group at NATO.
